UN says insurance coverage secured to salvage rusting oil tanker off Yemen

CAIRO (AP) — The United Nations has secured an insurance coverage to start a ship-to-ship transfer of 1.1 barrels of crude from a rusting tanker moored off the coast of war-torn Yemen — oil that could cause a major environmental disaster. The United Nations Development Program described the insurance is “a pivotal milestone” in a yearslong effort to evacuate the cargo of the FSO Safer, which is at risk of rupture or exploding. The UNDP has been trying to start a salvage operation to avert what it says could amount to “one of the world’s largest, man-made disasters in history.” It secured tens of millions of dollars in pledges for the operation, which started late in May with experts pumping inert gas to remove atmospheric oxygen from the oil chambers of the vessel.“Insurance became a critical element of enabling this salvage operation to proceed. Without it, the mission could not go forward,” said Achim Steiner, a UNDP administrator.Transferring the stored oil is expected to start la...

SANTO DOMINGO, Philippines (AP) — Truckloads of villagers on Tuesday fled Philippine communities close to the erupting Mayon volcano, traumatized by the sight of red-hot lava flowing down its crater and fearful of sporadic blasts of ash.Nearly 15,000 people have left the mostly poor farming communities within a 6-kilometer (3.7-mile) radius of Mayon’s crater in northeastern Albay province in forced evacuations since volcanic activity spiked last week. Albay’s governor extended the danger zone by a kilometer (more than half a mile) on Monday and asked thousands of residents to be ready to move anytime. But many opted to flee from the expanded danger zone even before the mandatory evacuation order.“There’s lava and ashfall already,” Fidela Banzuela, 61, said from a navy truck where she, her daughter, grandchildren and neighbors clambered up after leaving their home in San Fernando village close to Mayon. “If the volcano explodes, we won’t see anything because it would be so...

Rights group: World Bank, Jordan use flawed formula for aid to kingdom, excluding some poor people

Published Wed, 12 Feb 2025 05:28:35 GMT

TEL AVIV, Israel (AP) — The World Bank and Jordan are using a “flawed” algorithm to calculate aid for the kingdom, excluding some people who are impoverished, hungry or otherwise struggling, a leading rights group said Tuesday. Human Rights Watch reported that the automated program ranks the income and socio-economic status of Jordanian families, a practice known as “poverty targeting.” The report said that approach leaves out some needy people — such as the owners of modest businesses — in a nation of 11 million, increasing poverty and with more than 1 million Syrian refugees.“Many people in Jordan are not getting financial support because their hardships don’t fit an algorithm’s rigid model of what poverty should look like,” said Amos Toh, senior technology and human rights researcher at Human Rights Watch. The Hashemite kingdom that celebrated a glittering royal wedding this month is also facing rising poverty. The World Bank said the poverty rate in Jordan — the percentage of tho...

Picnics at Montreal’s unique plane-spotting park risk bird strikes: airport

Published Wed, 12 Feb 2025 05:28:35 GMT

MONTREAL — The Montreal Trudeau International Airport is cracking down on picnickers at its plane-spotting park, fearing hungry birds will collide with landing or departing aircraft.Montreal’s main airport is the only one in Canada with its own observation park, Anne-Sophie Hamel, spokesperson for the airport, said Monday. But Jacques-de-Lesseps Park has become a victim of its popularity, she added. To the dismay of airport authorities and plane-spotting hobbyists, an increasing number of people have started holding picnics at the park, which are strictly prohibited because they can attract birds.“With this growing popularity, we’re noticing some behaviour that could be dangerous for us,” Hamel said in an interview. The airport has launched a campaign — installing signage and posting on social media — explaining how dangerous picnics can be. Special constables with Airport Patrol, who can distribute fines, have also increased surveillance.“Not everyone is...
